red ichy rash

I am a 21 year old white male. I have a red rash that starts about an inch below my naval and ends right at my waste above the start of my boxers. Its been there for YEARS! Never thought anything of it really, just hoped it'd go away. So its about 1.5 inches tall and 2.5 inches wide. Its just in that area. But it itches like crazy! I put Calladryl on it to keep it from itching and it works, but for no longer than a few hours. Then is itches again. I always give in to scratching it, which I know I shouldn't do. When I do then the dead skin comes off and it is almost raw and sometimes will bleed (very very little). I havn't had sex in about 8 years after becoming a Christian. What do you think it could be? How would you suggest treating it? I have an appointment with my doctor in 6 days.
