red rash on penis just under the head

My husband has had a red rash (about the size of a nickel) on his penis just under its head for a week. He believes that it is from soap and hard water drying out his skin. It bleeds easily when rubbed. He has been putting neosporin on it, but it does not seem to be getting better. Is there a soap he can use that will not dry out his skin?
