red splotches on head of penis, smelly

For the last year, I've had red splotches on the head of my penis that come and go. There is also a pungent smell. There is no itchiness, burning feeling, or other symptom. There is no white build-up like smegma. Just the splotches and smell.
I wash carefully daily, but this isn't helping. I tried changing soap brands, and this seemed to help for a week or so, then it came back. The disappearing-reappearing nature of it makes it hard to test.
