Don't worry it is perfectly normal.  If you went to the doctor they tell you to masturbate with lotion once a day and in a month or so your foreskin will soften up enough to pull all the way back behind the glans (or reddish part at tip of penis).  If after a month you have the same problem you may have a condition known as thickening of prepuce. If that happens you may consider circumcision. Don't worry the penis responds well to local anesthesia. You won't feel a thing.  You will be a little sore for a few days but it is really not that bad.  One of the problems with a foreskin that does not retract is being able to clean the penis inside the foreskin.  If you don't you will collect smegma which looks like cottage cheese.  You need to wash inside or pull the foreskin back to wash off any smegma and bacteria that collect during the day. I hope this helps.

I'm assuming you haven't been circumsized. If that's the case then this is normal.
