ive notice that i have pubic hair under my arms and in the pubic area but my penis is the same when i was a child what's wrong

Puberty occurs in two separate stages, genital (penis and testicle) development and pubic hair development. We number each of these stages 1-5, 1 being child and 5 being adult. That means 2-3-4 are the stages of puberty. Depending on your development, a number is assigned to genital development (G) and a number is assigned to pubic hair development (P).

For example, if you have just started growing hair you might be stage P2. It's possible to be P2 and still be G1. Penis growth doesn't start occurring until G3. Genital development begins when your testicles start growing (G2). Most boys don't notice this and so they think they haven't started puberty yet. That's because penis growth is more noticeable than testicle growth.

Each stage takes about a year so it takes about 4 years to completely go through puberty. You don't give your age (even though that doesn't matter much) but it sounds like you're G1 or G2 and P2, 3 or 4. When you get to G5 P5 everything will even out. Just be patient.
