white white stuff under the skin of my pennis

a foul smell comes out my pennis.and a white stuff get deposited around my pennis head and under the skin of my pennis i never had oral sex before and always use condom during the intercourse.i am 18 year old and this thing started happning 1 year back i really worried please tell me some thing abut it.and i have not contacted the doctor regarding my problem

See a doctor; even though it is embarrassing doctors have seen it all already and some things do not heal on their own.
