Can your body become dependant on fluoride in water?

i have started noticing that when i drink out tap (that is uninhibited by fluoride) i usually get a migraine or small headache where as when i drink from bottled water or tap at a friends house im perfectly fine. is it possible that im just so used to the fluoride content that when i drink water without it, it causes a headache?
