Persistent Headache with no relief from meds

My mom has been having a persistent headache for almost 3 weeks now, it's mostly on the left side of her head and sometimes spreads to behind her eyes.  She is unable to work or drive and doesn't get much sleep.  
She has been hospitalized several times and they have given her several different kinds of pain killers, steroids, migraine meds and such.  Nothing seems to do more than barely dull her pain.  She's had x-rays, blood work, mri and a CT scan and they have turned up nothing.
I've suggested for her to go to a different specialist and get a second opinion, but I don't know if they would be able to help her either.

Did your mom ever get headaches before?  A new and persistent headache out of the blue for three weeks (I don't have to tell you) is a very serious thing.  What MRI's did she get - just the head?  Did she get any MRA's?

Have they checked her for a brain anuerism? They can cause sudden headaches, and are dangerous if not treated.
