It is very difficult to tell without examination if the vertebra is causing pain. Although from your description it seems that there may be osteophytes in your cervical spine. Osteophytes are bony protrusions. Osteophytes can cause symptoms like headache and dizziness.I would suggest you to please get yourself examined by a spine specialist and undergo an X ray or CT scan of the cervical spine.
