HCG levels stayed at 700. normal?

I found out I was pregnant on April 21st. The docter wanted to take my hcg levels on that day and two days later. My levels were 400 on the 21st and 700 on the 23rd. Then I went back to an appoointment with her a week after my first, on the 28th. She said everything looked good, felt good, and my blood work was fine. She wanted to do an ultrasound just to make sure I was how far she thought I was which was 4 weeks 1 day. Nothing showed up on the ultrasound so she sent me to another docter. That docter said I was probably just to early to see anything but it could be etopic. He called for my blood tests I had done that day and they told him my hcg levels where at 700. He then told me that he was sorry but my pregnancy had ended. That I needed to keep comming back in to get blood tests till my hcg levels where at normal. I have had no bleeding at all and just a little cramps. Does my hcg levels not rising really mean I had a miscarriage?
