HELP PLEASE LADIES

Last period was Feb 23rd and I was suppose to start my period on march 23 my periods are every 28 days. I went to the doctor on friday march 26th and HCG level was 1. Doctor thaught maybe I am pregnant so he put me on progestrone. I am still late. Today I had a small dot of blood on the toliet paper. Does Hcg happen first or the bleeding. I went to get a repeat Hcg test and i wont know until tomorrow and I am worried. In december i had a early m/c doctors told me my hcg was at 1 at a day late for period then went up to 15 two days later then i m/c lots of bleeding. I did find on fertility gal.com that hcg of 1 is about 5 days pregnant. i need help please. answer honestly.... most doctors dont consider you pregnant at hcg of 1 but i was and doctors think again. hcg  is only from the placenta.
