found sack with no fetal pole

Hello,
I had u/s today. it shows a sack 1 cm size but no fetal pole. my LMP is13th Nov. I have pcod , bcz of that my ovulation will not be correct. My beta hcg is 15600. Is this a miscarriage? I dont know. I am really worried..
