is this a miscarriage?

My last pd was on Dec. 25 two weeks ago I got a blood pregnancy test and it was negative . Two days ago I did another test and it was positive but the doctor said that my hcg levels were low and today I woke up and I had cramps with a little bleeding. Is this a miscarriage?

Thank you, but the bleeding has been now like a regular period, so I don't know what to think since some women are pregnant but they still get their period. So I'm very scared and confused

It's really hard to say.  Cramping, light cramping that is, is normal in early pregnancy and some bleeding can be too.  The best thing to do is to have your blood work repeated, ideally 2 days after the first one, and compare the hcg levels.  Is your doctor going to do that?  Good luck and I hope it's not a miscarriage.
