Please help.

I experience tingling and numbing in my hands when exposed to cold weather.  Is this a symptom of Uhthoff's syndrome?

It sounds like a circulation problem of some sort.

No. Uhthoff's is related to an increase in neurologic symptoms on exposure to increased heat or exercise stress.  You might want to look at Raynaud's phenomenon to see if this may be what you are experiencing.

Raynaud’s (say "ray-NOHZ") phenomenon is a problem with blood flow. Your body doesn't send enough blood to your hands and feet, so they feel very cold and numb. In most cases, this lasts for a short time when your body overreacts to cold temperatures.
