I, too, have spasticity in my arms and legs. Stairs, up hill, heck, even stirring the scrambled eggs this morning were a major workout! It's been like this for a couple of years for me. My muscles are always fighting each other.
I go ahead and do as much walking and cycling as I can just to keep conditioned. My muscles burn before, during and after, and I have no idea if I'm doing myself any harm. I'm kind of at the point of "it is what it is". After a walk or ride, it takes a couple of days to recover (REALLY weak), but I keep plugging on.
My neuro says my spasticity is contributing to my fatigue levels, as the brain is trying to sort it all out with misfiring and such.
I have spasticity in my calf muscles, so walking up a lot stairs can be a major work out. Heck, some days just waling to the kitchen is a workout. The muscles are already fighting each other, and then I ask the to fight gravity and move my body up stairs.

I had a time last year when stairs were harder than usual (are they ever easy?). I could barely lift my legs high enough for the last 2-3 steps of a standard flight and had to rest at the top (and sometimes sooner than that) before moving on. Other symptoms were a little worse too, including the distance I could walk before resting.
At other times in my life, stair climbing has been fatiguing or caused those symptoms of increased heart rate and heavy breathing. It happened when I had bronchitis, was anemic or had periods of irregular heartbeat.
Being out of shape is as chronic a condition as the MS for me. I can't blame one on the other entirely but I'm sure neither helps the other. Neither one is the single explanation for my stair climbing inconsistencies either.
Please get your doc's advise on what going on in your case. While you wait to see him/her, observe closely any specifics you can regarding the when, where, how and how much of the causes and symptoms. It will help the doc figure it out.

yes- if there are stairs i avoid them- its like you worked out all day-and cant make it.
legs are getting weaker for me anyway, have times where i cant pull my weight up them- -im not overweight- maybe ten lb- its not that. hugs tick
Two and half years ago, before I was dx. My husband and I were in Hawaii on vacation and went on a hike up to the top of diamond head, Anyone that has been there knows that toward the top, there are sooooooooo many stairs.
Well I got so sick to my stomach, my legs were shaking and giving out, and I thought I was going to pass out.
After I got dx, I remembered this and wondered if it had anything to do with the MS.....but now, yes a regular flight of stairs really winds me, and increases my heart rate so high.
I belive many have trouble with stairs. Have you had your heart and lungs looked at? Just to make sure it isn't from something else.
I can't walk up stairs but many here work out so most here are somewhere in-between.
I would get my heart checked though.
