Welcome to the forum.

Lack of sunlight (UVB exposure) or low levels of cholesterol.  Cholesterol in the skin is the precursor required to for the generation Vitamin D.  Vitamin D is found in very few food: Fatty fish, meat, eggs, Vitamin D fortified milk and some light exposed fungi.

Holy cow! That is pretty low! The lowest mine ever was is 15!  They told me they preferred it would be at least 25 but wanted to get it over 30.

I read that it is common in people with MS but I found out about this before my diagnosis. What they had me do is take 1000IUs of Vit D. When that didn't work I went on a 50,000IU pill that I took once a week for about 5-6 weeks which finally brought it back. I still take daily Vit D or a multi-vitamin to try to keep my levels up.

I have a few risk factors against me. I am dark complexioned and live in Michigan where in the winter we don't get much son. I am also lactose intolerant so I don't eat/drink a lot of dairy products. So I try to get into the sun ever time I see it, take supplements and eat yogurt or drink soy milk.
