24/7 Discomfort feeling in Penis Nerves.

Ever since I can remember, I've felt a strange feeling in my penis.
It's not a pain or an itch. When I was a baby I used to hold on to my penis like a security blanket; I might have damaged the nerves or something!
It is a constant feeling of discomfort (24/7) that never goes away,it feels a little sexual?
I feel it most on the bottom area of my penis, maybe on the circumsission line. I've learned to grow used to it; I'm 17.
I've never had sex or anything close to it.
I went to a doctor when I was about 8 and he couldn't find the problem, he just told me to poor cold water on my penis when I want, which helps numb the intrusive feeling a little. The feeling is worst in times of extreme heat, but not by much.
Can anyone find out the a solution to my discomfort? How can I help my nerves? This is my biggest question in life at the moment and I need help.

It is unclear what condition you would have since a child to explain your symptoms. Perhaps now that you are older you should be evaluated by a urologist or neurologist. If it is determined that your pain is neuropathic, there are several medications you could try to relieve the discomfort.
