3 year old spasms when excited

My 3 year old had had spasms when she gets excited since about 6 months old. It is in her arms and legs. It doesn't have to be a big thing that sets her off it can just be watching her little sister eat food and she spasms. She does not stop when I touch her arms and lets. It usually last for about 10 seconds. Sometimes she will do it repeately. For example one time she was spinning a toy and every time it spun she would spasm she did that for about an half an hour. My family does have a history or tics and I wonder if that is what it is.
