5 year old flexes hands and makes strange sounds when excited

I noticed right before my son's 3rd birthday that he was clenching his fists when he got excited (looking at a toy he liked, someone blowing bubbles, etc).  He bends his arms so that his hands are by his shoulders, and clenches them hard, and also wrings his fingers and wrists.  If he is looking at a picture or a toy, he will make lots of sounds (ranging from gunshooting sounds to growling), and his eyes almost cross from him staring so hard (keep in mind his hands are still going the whole time).  This is getting very out of control, and he is even starting to stare at complete random things and do this (like a table leg).  He will do this for a really long time unless you break his concentration.  I have brought him to a developmental dr. who referred us to an occupational therapist.  The school called me today to tell me that the counselors think he needs to see a neurologist.  I am stuck in the referral system, and my son is falling behind at school because of this.  Any advice?
