6 year old possibly has dyslexia

My daughter (6 yrs old, first grade) is struggling with reading, she does not appear to connect sound with letters especially with combination of sounds.  She is also having difficulty with retention.  My brother had dyslexia.  I have brought this up with her teacher, who really did not help much, I then met with her reading teacher, who was wonderful and supportive.  My next step will be to meet with the principle.  Our school system is reluctant to provide testing in first grade and told me that she would have to wait until 3rd grade.  I think this is too late and that she needs early intervention before she gets too behind.  I thought the "no child left behind law"  mandated that the school would have to provide testing in a timely manner.  I live in CT.  How do I find out what our rights are?  Does anyone Know what services are required by law in CT.  Thank you

I don't know anything about laws in CT, but I can offer a couple suggestions.  Go ahead and get your daughter a tutor for reading.  Also, perhaps a separate group, like a mental health clinic, could do whatever testing it is she needs to get into a program for dyslexic children.  Could be the school she is attending is not right for her, so I reckon you'll need to do a search for different elementary schools in your area, until you find one better able to handle special needs kids.  But at least get her a tutor, perhaps someone who also has dyslexia, until you can resolve the situation.
