A1 hypoplasia

I have a recent history of numbness in both legs below the knee and both arms.  I woke up that way, did my usual daily routine, even treadmill.  I had no other symptoms.  No weakness, no tingling, no chest pain, no nausea or sweats, no fever, etc.  The numbness lasted approx 4-5 hours, went away, never happened again.  Ongoing I have had tinnitus for about 5-6 years, and dizziness for about 5-6 years.  Recently have had what I feel is vertigo-like symptoms as well.  Had an ENT workup, saw a neurologist, and a cardio workup per my family doctor.  MRI showed only A1 segment hypoplasia of anterior cerebral artery.  Luckily because of a huge family h/o of heart disease I have always self medicated with a daily baby aspirin which my doc is aware of.  My question is:  Could the MRI finding be the cause of the tinnitus and the dizziness?  And is it fixable?  The tinnitus is the worst of the symptoms!!  Thanks for your help.  I am a nurse practitioner and have limited knowledge of this congenital condition.
