After a year and a half, I am experiencing a Stiff Neck and shoulder pain.

I have been back to the Ortho. Doctor and have been told its Chronic pain coming from the neck and I should check with the Neurosurgeon.  Yesterday I heard a pop. I am now experiencing a stiff neck with tingling down my arm.  What should I do???

Sounds like something just "went out".
If you aren't afraid, I would suggest seeing a chiropractor.
If the chiro's office is closed, go to your nearest walk in clinic or hospital.
The sooner the nerve is relieved, the better. Left alone for too long it can cause permanent nerve damage.
See a neurologist as soon as you can.
