Basilar Insufficiency and spasms

I have been diagnosed with Lupus CNS and recently basal artery insuffiency in the middle of my brain.  4 years ago I suffered severe dementia and loss of all my teeth, 2 years ago blood clots in my eye and now progressive peripheral vision loss (tunnel vision) in both eyes.  I experience migraines during these attacks both basilar and an exploding pain in my upper back right side of head.  I was told that I was having mini-strokes again.  My question is how do I get a confirming diagnosis (who do I see for a 2nd opinion) and what treatments, if any, are available for my condition?

I was basically told that other than aspirin and migraine medicine to ease the pain, there were no other surgeries or medication that were available for this condition.  It is now a game of wait and see what happens.  I am uncomfortable with this and would like to know all options available.
