Can surgery be done on t 7 through t 9?

My daughter was hurt on the job in March 07 and currently has a WC claim.  Her original diagnosis was a severe Winging of the scapula, hernitated discs in the neck and herniated T-9.  She had a shoulder surgery to remove a bone spur, however she has seen by many doctors and was told that there was nothing that could be done for the scapula. It was also determined that she suffered from long thorasic nerve damage with neuropathy not to mention she has a .  Originally, the damage was all on the left side. Recently, she entered a phyical therapy program and within weeks could hardly move because the pain had started to move into her right side, I immediately pulled her out of the program becasue she had a hard time breathing and gets dizzy, in severe pain, light headed and throws up.  Yesterday she had another MRI and it was deteremined that the t 9 has stayed the same, but now the t-8 and t-7 are herniated to the right and are impenging on both the vegus nerve and also the spinal fluid, or something like that.  I am in hopes that they can operate to correct the problem.  I am in fear if nothing is done that she could end up incontient or paralysized.   We will be seeing a neuroligist,as well as a orthopedic doctor next week, and  we are in hopes that she can have an operation to fix the herniation problems with her spine, in oder to prevent further damages. Any help will be greatly appreciated.  Will it be possible for her to have an operation?
