Can you help?

My brother has been under medical supervision and on medication for nearly 9 years now.  He is currently 21 years old.  He started having dizzy spells and forgetting where he was, disorientation.  He then started changing personality traits, sometimes very angry and other times very nice.  He was diagnosed with schizophrenia, but it turns out he did not have that.  He was diagnosed with bipolar disease.  After a year they realized he did not have bipolar disease as the medication had no effect on him.  He was then diagnosed with hypothyroid which then turns out he didn't have.  After numerous studies he was found to have an ear infections and puss in the lower side of his brain.  They gave him medication to drain it out.  They say that this pressure was the cause of his mood changes and visions.  After this was done he was diagnosed with epilepsy, but then that diagnosis was taken back.  All that we know is that he is currently having seizures and that he has or is beginning to have a neurological condition because his hands shake and it is hard for him to control his movements.  We have been to many different doctors but unfortunately all within Puerto Rico.  I am currently looking for outside help for my family.  Money is a factor for us as we are not well off.  He is currently covered with medicare and gets social security for his condition.  Can anyone help us find the right place?  I am afraid that if this persists the way it has I will not have a brother.
