Please keep in mind I have not seen your father's films or dopplers nor have I examined him. Thus it is not fair to your father and your family to base any major clinical decision such as need for surgery on my comments. Having said that:
1)I'm not quite sure what you meant by reversed. Need more details.
2)It will be a risky surgery. and unless the right side is symptomatic meaning he's had a stroke on the right brain, then the risks may not outweigh the benefits. What's important is how his intracranial circulation is, meaning can the other vessels supply the left side of the brain through other channels (collateral vessels)?
