Confused

Can a person have a normal EMG and nerve conduction study done yet still have brachial plexus? I had a vaccine injury and now I've been diagnosed with brachial neuritis even though I have been told the my EMG and nerve conduction study is normal. My left shoulder is 3 inches lower than my right shoulder. My back is deformed now. My right side of my back is in a constand spasm.My left arm mostly is like a "dead arm" which I wear in a sling. At other times, I can feel some tingling and numbness and able to move my fingers and my arm just slightly. I cannot spread my fingers apart or make a fist on my left hand. I have been to so many specialist and tons of tests, x-rays and MRI's. I just need some written documentation that you can still have brachial neuritis and normal testing. I had my vaccine injury a year ago and no improvements. I have been told it takes a long time for a nerve to regenerate-approximately a inch a month. Thanks for any help. I appreciate it.
