Could this be a TIA or Stroke?

I am a 26 year old female. About a year ago as I was walking in the park with my husband, I suddenly and out of nowhere, got the most severe headache of my life. It felt like someone took a metal hammer and wacked me on the left side of the back of the head. I blacked out, lost my balance, and the left half of my tongue became numb. It only lasted for a minute or two. I didn't think much of it, until now when I am getting a strange feeling in the same area that I felt my headache. It's like neck stiffness from the left side in the lower back of my head almost behind my left ear. Ever since then I've been experiencing heaviness and weakness in my left arm. I am getting the neck stiffness again I feel like I am going to get that sudden headache again. Could it have been a TIA or a stroke?
