Could vision problems be related to neck and back injury?

I have a mod to severe disk hern at C5-6 and mild hern at C6-7, bulging disk at L4 and degenerative disk disease. I also have thoracic outlet syndrome and a diabetic to boot, but recently I have been having trouble with my vision and dizziness. If I get up too fast, bend over and even stretch, my vision fades in and out. It will get real bright then dark and if I close my eyes I see these very bright round circles, almost like the sun, in my vision. When this happens also I am very dizzy and unbalanced. I almost feel like I could pass out. Was wondering could this be related to my neck and lower back injuries? Anybody ever experience anything like this before?
