Does my son need to see a Neurologist?

Does my son need to see a Neurologist?

My son had a very large Nevus Subaceuos removed at 6 mos old.  He is 18 now.   He is now having other neurological problems like dilated pupils and stiff neck and random weird thoughts that make no sense.  Nothing dangerous, just strange. He does not do drugs.  Could this in any way be related to the removal of the Nevus when he was a baby?  We took him to a Minor Medical facility but they could do nothing.  Should we take him to an Internal Medicine doctor or straight to a neurologist?

I don't think the Nevus has anything to do with the symptoms he is having now.  

I would directly consult a Neurologist.
