Eye fluttering could represent a behavior. If when she has the eye fluttering she stops her activities and stares, it could represent a seizure. You can test this by calling to her when she has a spell and seeing if she responds. Otherwise, without examining her I cannot make a diagnosis. Seeing a pediatric eye specialist would be reasonable. I would suggest you contact a neurologist, however, that appointment may be more than a month out. My son, as an infant, used to flinch whenever he saw cieling fans or anything came toward him. He would often blink fast and roll his eyes, as well. When he was two and a half he had a grand mal seizure and all of our lives have been different since. It may be nothing, but I would definately check it out before you get caught off guard like I did.
i would make an appt with her pediatrician...you'll get to see him sooner esp if you tell the office why...good luck
