F2 neurofibratosis or tarlov cysts?

Good evening all,

Last week I received an MRI report after seeing a orthopedic surgeon for pain in my back, hip and legs.  The MRI came back stating that I had 4 perineural cysts or tarlov cysts.  They are in the Sacrum at S3 1.9 cm on the left and 2.4 on the right, and S4 2 cm and Lumbosacral L5-S1 (1.2 cm).

Today the orthopedic surgeon said that even though the radiologists described these cysts as perinueral cysts and also described as nerve sleeve diverticula that she believes I am suffering from neurofibromastosis.

Can someone please describe the difference?  I will now have another MRI of my upper cervical spine as I have had problems with that area of my body for a very long time and an X-ray showed that I had degenerative disk disease.  So now the orthopedic surgeon suspects I may have cysts there.

Can someone please help me understand all of this?  Radiologists says cysts and doctor says tumors - so what is the difference related to these two diagnoses?  I am 48 years of age.
