Gliosis or Microvascular Ischemic Disease

Is it possible to explain this report to me?  I do not have hypertension.  I am trying to get a doctor to explain report to me, no luck yet!

MRI report:Findings
There is a well circumscribed triagular lesion in the inferior aspect of the left basal ganglion. The lesion is hign in signal T2 weighted sequence and low in signal on the T1 weighted sequence. It may represent a dilated vascular space or old lacunar infarct. There is another lesion seen in the periventricular white matter of the left frontal lobe, adjacent to the caudate head. This lesion is high in signal on the T2 weighted sequence and not seen on the T1 weighted sequence. It may represent a small area of gliodid or microvascular ischemic disease.  Ther is no diffusion weighted abnormality.  No brain swelling or hemorrage is seen.  No mass.  There is no extra-axial collection or hydrocephalus.

Impression
There appears to be evidence for gliosis or microvascular ischemic disease in the left frontal white matter and left basal ganglion.  Does this patient have hypertension?  No acute infarct is seen at this time.
