Headache with twitching or seizures

My 15 year old son for the last 5 days has been complaining of a serious headache on the right side of his head in the same spot. He said that he has had the same type of headache for over a week and a half. On Monday he came home and proceeded to have a seizure where he was concious and alert but could not talk. I took him to the emergency room and they released him saying that he was having a panic attack. Well on Wednesday of this week he came home and was having the same problem. Headache in the same spot and uncontrollable twitching. I again took him to the hospital and they did an EEG and a CT Scan and said that both have come back normal. He was in the hospital for 32 hours and he had a total of 7 seizures or twitching episodes in those 32 hours. Since he was released he has had 6 more. I have no idea what to do or what could be causing them. My question is what other tests can be done to determine the cause of the headache that has no moved into his forehead and behind and beside his right eye? What can be causing these episodes so frequently. Please help me.....
