Help-husband is off-balance 24/7

We went to Vegas last year. Day 1, hubby feels a little "off" after flight. Takes nap, feels better. Same thing next day. The rest of the vacation was fine until last night, inside a casino talking on his cell phone it hit him...major dizzy spell, did not feel good. Spent the evening finding blood pressure cuff (mostly normal) and trying to calm his nerves. 10 months later, still has the same problem of daily dizzy, off, feeling. Not "vertigo" though. He has been to see ENT (very dismissive), Neuro, Oto-Neuro (also dismissive), Gen Phys , Opthomologist & most recently Chiro.  Has had MRI, CT, EEG, ENG, high resolution CT to examine inner-ear, x-rays, etc. Was diagnosed w/V.O.R. (Vestibular ocular reflex).  Worked on physical therapy for several months, no improvement. The ONLY other diagnosis was from the chiro that said he has a pinched nerve in his neck (c5,6 or 2, hubby can't recall). Chiro recommends 24-30 adjustments, he has had 4 or 5 and has felt MUCH WORSE since starting w/adjustments....OMG!!!
I don't know what to do, we have 3 young boys, my father was just diagnosed w/Prostate Cancer, my oldest son recently diagnosed w/MAJOR food allergies (wheat,corn,potato, soy, yeast, tomato, orange, peanut, oats, barley), and hubby told me today he is having bad thoughts about living because of how bad he feels and can't find any help...does anyone have any advice or suggestions?? .
