Help to Decide Best Treatment Path for Father

Hi All
Thanks in advance to whoever may help me in deciphering all this information.  I recently posted my father's MRI results and someone was kind enough to respond and send a link.  Since then we have gone to see an orthopedic surgeon who had my father go for a CAT scan.  We went back to the surgeon and he thinks it may one of his nerves at the base of his neck that may be causing him the pain that he is getting on the ride side of his head and face.  He has recommended that my father try cortisone shots.  I guess I have a few questions:
1.  Should my father get a second opinion from another neurologist about his MRI and CAT scan?
2. What treatment would be better, either coming from an orthopedic surgeon or a neurosurgeon?  
I guess I am confused about the 2 different surgeons would be able to do for him for pains he is having on his right side along with the degeneration he has going in his spine.

Here is my previous posting with the MRI results:
My father has been having alot of problems lately were he gets pains on the right side of his face, cant't stay still for long and had recently had an MRI done with the following notes made on his resultsMultilevel severe disc degeneration at C3-4, C4-5, C5-6 and C6-7.  Spinal Stenosis with significant cord compression at C5-6 and C6-7.  Myelomalacia at the C5-C6 and C6-C7 levels.

The moderately severe narrowing of the right ncural foramen C6-7 is again noted.
