Hemangioma C7

In 2007 I was diagnosised with cancer base of tongue.  Had molar removal and radiation.  I had the typical side effects from radiation, including hoarseness.  As I  healed, my speech got progressively worse.  Six  months later, my thyroid was removed because of a nodule in it, benign.  I was diagnosed with Muscle Tension Dsyphonia and  had speech therapy with no improvement. Dr.s said they have never seen radiation cause MTD.  My speech sounds very much like a stroke victim.  And my neck and face draw up when I speak.  Other than that, I am remarkably physically fit.  Thin, active and feel great.  In  my constant quest for help with my speech, I am now seeing a Neurologist.  An MRI detected a hemangioma on C7 and I will have a bone scan next week.  My question is, has any one ever heard of C7 effecting speech?  I do have some swallowing  and choking issues,  but the speech is my main concern.  I sound drunk  most of the time.
