No, you do not need to see a neurologist right now.  First you should get your sinuses taken care of.  If that doesn't help, then you could see a neuro, altho I think I'd short-stop by an ear nose throat ENT man even before that.  It's also possible a dental problem is causing your headache, so visiting a dentist might be in order.  Then there's the idea of tight muscles in the shoulders and neck, which go up into the head, the tension there can cause a headache.  Headaches can also come from needing glasses or a change in prescription.  I mean, they can even come from suddenly stopping your regular coffee in the mornings.

See, if your nasal cavities get stopped up, it will indeed give you an awful headache.  You could have a physical problem inside your nose, like a broken bone didn't heal right or a cartilage deformity might be blocking air flow or drainage of mucous.  Mucous can become overproductive and then dry out and stop up your nose, and allergies of all kinds can cause that extra mucous to form, and this results in swelling and discomfort and headache, from your sinuses being clogged.

So, first, you might need medicine that will help keep your sinuses clear, and you might need a scan of your sinuses to see what might be plugging them up, or you might need an allergy type medication to stop all the mucous from allergies.  If it's just mucous for no reason, then sometimes drinking extra water and using a plain saline spray in the nose a few times a day will keep that stuff running out of there better and down the throat like it's supposed to.

Sinus headaches are very common, and some never know how come they have them, and they take headache medicines to stop it, like Eccedrin, or they get a medicated spray for their nose to keep it clear.  Visit an ear nose throat ENT doc, if you like, since apparently your general doc didn't offer any treatment.  If he can't see a reason for your headache, then you can look into visiting a dentist; dental problems can cause headaches.  If your teeth are okay, have a professional massage therapist work on your neck and shoulders for a few visits.  If that doesn't help, maybe your vision is in need of correction.  And then, if you still come up empty, yes, you could go to a neurologist.

But instead of going thru that whole merry-go-round, assume it is your sinuses, since your doc said so, and see can you get seen and receive treatment perhaps from an ENT for what is causing your sinus headaches, if your doc didn't help you when you saw him for this.
