Infant with Cortical Dysplasia

My grandaughter is 11 months old and has had problems with hypotonia since birth.  She has odd siezures (spastic movements) & sun downing with her eyes and is behind in her physical and cognitive development. She has recently started with severe photophobia.  Her MRI findings were Cortical Dysplasia in the right cingulate gyrus with signal abnormality extending into the subjacent white matter and into the anterior body of the right corpus callosum.  Also has stable benign enlargement of the subarachnoid spaces suggestive of benign externail hydrocephalus.  We need some advice because they live in a small town in Vermont that has limited resources and would like to understand what all these findings mean for the baby.
