Is it possible to have overly high natural oxytocin levels?

I was wondering this because I feel as if I'm too caring for people, I'm depressed, and have severe anxiety attacks(i have a lot of abuse from my dad in the past though, so that could also be a cause for these symptoms). I also ask this because if I do I don't want to get prescribed any medication that can increase it causing a Subarachnoid hemorrhage.

Whoa.

Oxytocin, a hormone and poloypeptide, is only one substance that is involved in  human interaction.

There are cells, spindle cells in particular, that are responsible for much of the difference between human beings in terms of "empathy".

As far as "being prescribed medication that could cause a subarachnoid hemorrhage", from a routinely prescribed medication that is rather silly. The chances of such an event happening is about the same as you being abducted by space aliens this evening after leaving your favorite hamburger grill.

As MMahan suggested, the first step of to get a good general physical and blood workup. The second is to get a good nutritional evaluation. Inadequate nutrition, lack of excercise and failure to get enough sunlight are well-established triggers for depression..

I'm not sure one can be 'too caring for people'.   Being depressed is another matter and certainly being abused by your father can lead to depression.
The best thing for you to do is to get a good physical exam.  Let your doctor check out your concerns with you and discuss ways to treat your depression and anxiety.  Tell the doctor all the things going on with your life and health and follow his/her directions.  Treatment is available and quite helpful.  Take care!
