The exact nature of your problem is unclear from your symptoms, namely neck pain, headache, light-headedness, and feeling off balance.
Conditions that could cause such symptoms are numerous, the commonest being degenerative spine disease inner ear disease, and fibromyalgia, which are benign conditions.
Less common are somewhat more serious disorders such as brain or spine tumors,impaired blood supply to the brain, systemic disease, and major depression.
Your doctor seems to have done some appropriate tests to exclude some of the life-threatening causes.
I would suggest that you follow his advice for the best symptomatic relief with measures such as excercises, physical therapy, and medications such as tricyclic antidepressants, and be ressured that you do not have a major illness.
In case you develop any new or unusual symptoms, please do not hesitate to see neurologist for re-evaluation.
