Looking for help with major fatigue following carbohydrate ingestion

Could you help with locating a neurologist who may have special insights in to a problem I deal with?
In 1998, I had what is believed to have been Meningoencephalitis. It was a bacterial infection while I was dealing with a severe case of pneumonia.
What my medical records say now is that i have Presenile Dementia from Encephalopathy.
I've been seeing a neurologist at a hospital for 8 years now who has helped me with some staying awake (out of bed) and some thinking problems. He has not focused on some of the other problems which effect my 24/7. Some of which are maddening.
I take Aricept, Provigil, Bupropion, and some other medications. Basically, I take stimulants.
My question has to do with searching for a neurologist who might have insight in to the following.
If I eat any carbohydrate, I almost instantly drop a few notches function wise.
Some carbohydrates will put me in to a three hour sleep.
There was a time I'd wake up with oatmeal on my face, otherwise known as my face in the oatmeal.
I am under the care of an Endocrinologist for another problem following the illness. He assures me, its not a blood-sugar problem.
The fatigue and mental cloud that comes from ingesting something as simple as the added filler and sugar in a wiener, even peanut butter, is an ongoing limiting problem for me.
In looking for a neurologist, what area of special interest/knowledge am I looking for.
Is this neuro-metabolism?
I can;t do much of anything anymore, yet sometimes, if its a totally isolated task - i can do it like a pro.
Generally though, a good day is getting showered, and fed and accomplishing one or two tasks from the to-do list.
Fatigue, just plain loss of muscular strength and getting going on doing what i want to do are my most limiting problems.
But the drifting off to sleep after eating is the one that just drives me crazy.

I thank you in advance for any help in finding someone in the Greater Cleveland Area.
