It is unclear as to which part of the brain you are referring since any
part can be referred to generically as a lobule, it is  important to
know what type of seizures your sister suffers from and also her age.
One possibility is that the tip of the temporal lobe on one side is underdeveloped
this can result from febrile seizures in early childhood and may lead to
seizures which are preceeded by an aura and loss of conciousness and proceed to
develop full blown convulsions in some cases.
This type of epilepsy can be treated by means of drugs or surgery if necessary, the
Cleveland Clinic has one of the worlds leading epilepsy surgery programs, and deals
frequently with cases where there is assymmetry of brain tissue for various causes.
