If you have had xrays on your neck to rule out spinal problems and there is no problem there, that is good.
And yes anxiety and stress can cause lots of problems.
If you are sitting at a computer for too long and tensing your muscles that will cause neck problems. Have a break from the computer from time to time and rotate your shoulders and do gentle exercises on your neck by moving it gently from side to the other.
With the throat problem, anxiety can make it feel like someone is strangling you and also cause gastric problems too.
The doctor does need to examine your throat to rule out any possible bacterial or viral infections.
I am not a doctor porki, but I have experienced these problems.
I suggest you see your doctor to refer you for physiotherapy so that they can help you with the correct exercises for your neck and shoulders.
And a prescription to help relieve your anxiety problems to help you to relax. Counselling may also be helpful. So speak with your doctor about things.
If you know what the stress is that is the route course, then try and change things so as to alleviate the stress or lessen it.
Make sure you keep your neck warm by wearing a scarf and keep away from draughts. Draughts can cause muscle problems and through draughts (open windows opposite each other for example) will definitely cause neck problems.
Best wishes.

You need to see your doctor to refer you for an xray and also a physiotherapist.
Xray will show what damage there is and the physiotherapist can help with exercises so that you do not stiffen up.
Keep your neck warm by wearing a scarf and don't do any lifting, pushing and pulling until you get advice and the right type of exercise to do by the physiotherapist.
Best wishes.
