Numbness and Tingling in shin...any help would be much appreciated

Below I've listed my symptoms of concern...I haven't had much luck in figuring out what's wrong or finding relief for my problem. I was hoping to find some practical possibilities as to what could be wrong and how to treat or at least who I could see for more information.

Symptoms of concern:
-Chronic numbness and tingling on shin area that extend from ankle up to knee.
-Occasionally there will be a shooting fire-like pain that extends through region mentioned above and inhibits walking/standing.
-Small lump just above ankle on the bottom left side of the shin that feels spongy.
-Lump is about the size of a silver dollar and protrudes more with physical activity or when weight is shifted onto that leg.
-The lump doesn't have any different color to it. It matches my skin tone.
-There does not appear to be any swelling.
-Temporary relief from numbness/tingling when I rub my shin area
-Symptoms have been present for a year

When symptoms began:
About a year ago I fell down a set of stairs on campus. I didn't have a hard landing as someone thankfully caught me...I don't remember having any impact against the region where there is a lump/bump either. A week or 2 after the incident, the lump appeared which was very shortly followed by the numbness and tingling up my shin area.
As time passed, the numbness and tingling have become more problematic.

Possible associations:
-Possible episacral lipomas
-sacoriliitus.
-neurofibromatosis
I'm not sure if there could be a connection there...

Note: I've seen my regular family doctor about it who thought it was a ganglion cyst...but when i went to see a surgeon to have it removed, he wouldn't do it because he thought that it was just tissue and didn't think that the lump was associated with the numbness. The surgeon referred me back to my neurologist who I see for my neurofibromatosis who basically said to just take ibuprofin. I've experienced no improvement...

Any ideas or advice would be most appreciated as I feel pretty hopeless at this point...
