Pacemaker Pain

My daughter age 19 had a pacemaker put in 5 yrs. ago.  She has had chronic pain ever since.  Besides moving the pacemaker deeper and closer to the breastbone (2 yrs.ago), she has been seeing a pain management specialist.  She is taking 60mg. of Cymbalta along with Lyrica and Ultram.  Everything seems to have quit working for her pain.  The doctor just took her off the Lyrica and is going to do a nerve block on Tues.  He said he'll do 5 in all.  She will be having her pacemaker replaced in the next year or so because the batteries are running low.  Could putting it in the abdomen be a better solution or will she probably have the pain there also?  If it is put there will the pain in her chest go away or is that unlikely?  She is very depressed after so much time in pain. She has difficulty working.  She can't sleep on her left side.  Even a seat belt hurts the area.  What else can we do?  The pain dr. said he doesn't know what else to do if the nerve block doesn't work.  Would going to a neurologist help us find a different solution?
