Hello.

Stroke can start from any side or part of the body. Stroke is a manifestation of reduced blood supply to brain areas. This can happen anywhere in the brain.

Your mother most probably has cervical disc problem. Please consult a neurologist and get an MRI of the neck. The nerves which go to the arms and hands go through the neck. Cervical intervertebral discs may press upon the nerves and lead to paralysis or sensory loss on the affected hand.
