Well, if his surgery had to do with his spine or joints, he probably has degenerative joint disease, where his joints and/or spine bones are rubbing up against each other, creating a lot of discomfort, and this can happen in one or two joints, and eventually affect all his joints, and if his spine, which is one long joint, is affected by this, it will in turn affect all parts of his body, causing nerve pain. Nerve pain can be effectively treated with a relatively newer drug called Lyrica or pregabalin, I take it and it stopped the pain from my wrecked-up back overnight, I slept better, it is a great medicine and is not like an opiate that docs hate to give out because it has some potential for addiction. Lyric is advertised on TV with people who have fibromyalgia, which could also be what your father has.
Now, also, while they say it is not Restless Legs, it sounds enough like it that I can tell you that left untreated, that thing can go right up into the body, causing whole-body jerks, or arms jumping around just like the legs will. There are several classes of drugs to treat that, so even tho he may not have it, could be a doc would be willing to try out all the diff drugs for it until he hits on one that helps him, if any do.
The last thing that comes to mind is osteoporosis. This is when the bones themselves become weak and they can break down slowly and it is a very painful condition. This can be discovered by doing a bone scan and also labwork to see if he has calcium and Vitamin D problems. There are treatments for this, so he should talk about this with an orthopedist.
Also, MS and other autoimmune diseases come to mind, this can be tested for with a lumbar puncture procedure. In addition to that, sometimes people with diabetes will develop a lot of pain in their extremities from blood clots and varicose veins, so bloodwork will determine what his sugars look like. Those would be my thoughts on this. If you want to, provide this forum with more info to get more concise and learned answers, like what were the surgeries for, what else do the docs say he has, what treatments he has received for any conditions any doc is treating him for as relates to this probem he has.
