What you are describing is likely an aneurysm in your neighbor's

Radial head injury. An
aneurysm is an abnormal bulging of a blood vessel that is weaker than the normal
vessel, and therefore at risk to bleed. An aneurysm that bleeds in the head
is a life threatening condition. The best way to treat these is to physically
place a clip on the neck of the aneurysm to prevent it from bleeding further.
In recent years, we have been able, via catheters placed in the groin, place
small metal coils in certain aneurysms with good results.
Whether or not your friend will improve from the stroke cannot be determined
from the information given. Often patients will improve remarkably over time
in spite of what initially seems a severe deficit.
You should speak to your friend's physician as to the best option for treatment
and recovery. He will be able to answer your questions more specifically.
