Shrugging shoulder(s) causes tingling in elbow and last two fingers

I'm a 26 year old white male and when I shrug my shoulders a little hard or just move my either or both of my shoulders up and down quickly, I can feel my nerve in my elbow and my pinkie and next finger tingles. It almost immediately disapates though. Both hands will do this depending on which shoulder I drop down quickly. Any ideas what could cause this?
